    The player doesn't have to be online to remove them from the SR @WitchOnaRampage, so if the mayor is available they only need to execute the command. Also applies to sub-regions.

    That method still works, but from what @WitchOnaRampage has told me, you were trying to create a council room again and then try to upgrade it. What you need to do (IF IT'S BUGGED) is /to destroy the council room, /to create sittingchamber, and then /to create <tier> <name>

    Just to be clear, this means all new wood-type doors, such as dark oak, spruce, birch, and acacia for clarification to anybody not understanding.
