Only Alchemists can make or use potions. according to the wiki.
technically it can be made so that other classes can use some or all potions as well.

ARE YOU GUYS EXCITED?!

Issues currently:

• MobArena - infinite health / hp (working on it!)
• SuperJump - NoCheat incompat (working on it!)
• Potions - no way to restrict them except blocking creation (bukkit/spout issue)
• Enchantments - some enchants are REMOVED until it can be adjusted PROTECTION+DAMAGE
