Well, once the township is made, you only require 5 citizens to maintain it. This is only there so you don't need to recruit like mad every day. It's often frowned upon to have less than 10. However 6 or 8 is still enough to BE a town.

Given that most of these people are listed in other towns, I'm not sure if it's even active anyway
