I finally found my way to Haven through /skill warp, but I continually get the message "You are not allowed to break blocks." I thought I was allowed to work in Haven once I was Whitelisted?

You are whitelisted, you do need to move outside of the spawn regions before you can break blocks. Try moving out of Spawn and see what happens.
