I would like to open up discussion regarding the use of the TD. It would be nice to see some aspects added to help encourage the consistent and regular use of shops. To that end, here are some suggestions:
1)
Use it or lose it
With Alator's addition of the advertisement signage to the TD counting toward the 5 shop limit, it would be wise to keep that 5 shop cap as-is. However, I would love to see an anti-squatting method put into the game where those who (yes, quoting John Locke again) choose to not "acquire wealth through one's labor" and instead simply sit on an empty trade district shop should be after a period of time be required to either "build or vacate." If set up correctly, this could be policed by HC members in such a way that after X amount of "empty shop" days (say a week after purchasing) a member could /pe it. Enforcement could be through /pe response, where a mod could post a sign of notice in the building and give X days to start building or otherwise forfeit their shop.
By doing this, it would promote faster rotation of shops to those who actually wish to produce items for HC.

lipping shops for a quick buck
Unfortunately, some HC members did not learn from the U.S. housing bubble crisis where people bought houses and then immediately flipped them to make a quick buck, eventually crashing the U.S. and global economy into a recession that the world is still trying to get itself out of. To purchase a shop simply to sell it for a buck should be prohibited. Shops should be purchased with the full intention (and action) to use, not to sell to the highest bidder or rent to other members where the owner has no intention to place chest shops his or herself.
If a shop is being offered to be sold, it should be /pe'd and the shop owner required to forfeit the shop. Otherwise, the shop owner should simply allow the shop to run out of its allotted time (if less than a week), and or any unused shops will default back to the "use it or lose it" provision, above.
The shop prices are reasonable for HC members who actually will use them. I see selling shop rights for a premium profit as a way to scam the HC community, and should be prohibited. This quantity of real estate at Spawn is static, and its costs should be regulated by the HC admins by the posted weekly cost of the shop, not by the HC members to get a quick buck.
3)
Allow each profession to be able to sell all of the wares they can produces as part of their profession
As stated above, an enchanter should be able to sell anything he or she can enchant. An alchemist should be able to sell anything he or she can brew in a cauldron or make as a potion. So on and so forth. It is only logical.
4)
Keep the shops non-automatically renewing
People come and go from HC regularly. If automatic renewal of trade shops were allowed, it would undermine the ability for shops to be regularly renewed and updated by those who are more current with the pulse of the market. In Bastion this happened frequently, and I am hope that the manual renewal remains as the standard.
