Well the inactive ones are crossed out like this and also appear on the inactive cit list. She did that to make it easy to readd them when they become active and makes it easier with the numbers on the left. If someone on the upper part of the list goes inactive it's a pain to go through and take a bottom person up to it, because most bottom people are new, so they are likely inactive and the movement of the numbers continues like a cycle

Uh. Xexo, Savathaflava, Wild, and Yuichi have all been on within this last week. Are you sure this is correct? I saw them online myself!

EDIT: @Ginzuishou It must be misspelling. Plus capitalization. Because Xexo, and Kon have lowercase names. I'll bug ironee to fix it tomorrow

Hey @Dielan9999 I'm from Spire, the SiC actually. But anyway, I was wondering if I could stop by and visit Shin Kyoto sometime? I saw Rens briefly in the old map when visiting with Sigpit/Shadowhand, who was a member at the time and I'd love to see what you've done with the the town. It looks beautiful from the pictures, and I'd love to see it. Let me know if this is feasible and not to difficult for you.
