I apologize, but in full honesty, I have absolutely no idea who that person is. I can swear upon my life. He isn't my brother's account, and I don't think people are using my internet, as it is locked with a passcode and very safe.

To tell you the truth, I don't know much about how IP's work. All I know is I have one account, and one account only. The same applies for my brother (who may be applying soon)
