I still have two pages to read, however I see no reason not to take away money and levels. Abuseing regions isn't something you can do accidentaly, if your going to do it and break the rules, you would know the punishment. If the punishment is severe, then less people will do it. If you don't want to lose money/exp, don't abuse regions.

Region Abuse should be taken more seriously. From what I've seen, people just think like "Oh, I'll just go steal a bunch of stuff from my town, give it to someone and have them hide it, get banned for 3 days/1 week, then come back and get the stuff."

1) coin is removed
2) sometimes LWC's are broken / removed for the offender

I know nothing about this particular issue/case - but staff decides on the punishment and it is just.
