Make it slightly more efficient to level on PvP than on PvE.
Efficiency is already adjusted to a larger scale, but tilting the scales towards PvP reflects the difficulty in setting up and maintaing a Swamp in PvP. Towns that can do that should be rewarded.
PvE should be harder to level than it is now by increasing mob stats and making Exp comparable to PvP. In PvP, leveling builds general activity,both building and fighting. In PvE, it seems to make being Level 65 on the server less appealing.
TL: DR PvP is actually HARDER (ganks etc.) to level on currently, we need to make PvE harder to level or "lower efficiency" in order to reflect the true difficulties.
