The issue I have is he was denied for being underage, then he tried to apply again with the same user name but a different.

Now you are applying, so the issue is, do I believe you are two separate people or the same one? I am leaning towards the same person since he has not tried to apply twice before and was denied.

I think for now we will leave you on the greylist.
