    Lowering the cool down makes little to sense, it is a nuke skill that shouldn't be used often, either way most fights don't last 5-15 minutes for another use. Its the damage is whatt needs to be changed, Most wizards have 880+ health.

I often compare Harmtouch to its counterpart Layhands. 200 dark damage versus a possible 1300 health heal on a built right paladin, or any other class. Same cooldown, up to 1100 health difference.
