Rules and other stuff for the Nether
No, I most definitly want the Nether to be hardcore, but why would you want your buildings to get destroyed? And basically, the only rule I would've added in addition to your rule set is: You mustn't destroy block belonging to a structure without replacing. If you have time to explore another...
