Well, from my experience on HC most paeople (save for a few shining examples) about fit the evil definition. If we proclaimed everyone evil by default and awarded neutral and good once the person has proven worthy, I think we might get an accurate alignments system going. -
Event to break in the new Arena.
The Hell Riders are completely neutral on the main map and therefore refuse to participate in events as a guild. All members are free to attend as citizens of their towns (as in, off duty).- weynard

I do think that neutral towns shouldn't be able to form alliances- it kinda refutes the point of being impartial. We established above that an alignment is a continuum and that we're having at least three of those, so your idea of neutrality would definitely not be "true neutral" but... -

Yep. Parliament passed most of those already, data retention is still in the making... It will probably be abolished by our leftist parties again, not that anyone could see that coming... they could just as well be doing limbo in Berlin, that would be just as productive :P
