    I am currently a level 21 Engineer, and when I try and place a repeater it says that you must be a level 20 Engineer before I can use that. ... Irrefutable proof, notice the messages in chat. (Make sure to look at the second picture as well, sometimes its not obvious there's another picture)

    Engineers can use the Transmitter IC but can't use the Necessary Receiver IC. This problem means that you can transmit the signal fine, but you don't have the means to pick it up. It's kind of funny, but a necessary change to make transmitting redstone signals possible. I added four pictures...
