    I don't want you to be able to switch on the fly as in WoW, but to be able to buy it and the switch for free each time.

    I totally agree with the basic point that you should be able to switch. I'd say as AlexDaParrot says: have a 6-12 hours cooldown and a bigger first purchase price (500-1000c?) and each switch is free (Yes, I do think WoW in this matter).

    A personal note on the how I think the Council should work. The Council is not there to "boast the first people of the town". It's more about having active and clever people who contribute in smart ways to the Towns progress. That's where voting in and out people is coming in.
