Bug Withering Grants Speed IV Boost

The first to discover this was malikdanab and natenate682 I believe, but when the skill "Withering" (used by Pyromancers) is used on an enemy, it grants them the Speed IV buff. Although Nausea comes with the wither effect, it doesn't do much to debuff the enemy.

it is a pretty nasty bug considering every pyro uses wither.

The ironic thing is that Kainzo was thinking about adding a slow to withering.

This is fixed in the next restart - was a mistake that slipped through the cracks.
