Suggestion web revamp

So today I was just about to kill someone and I webed them then they logged out instantly. Why am I making a deal about this its because he pvp logged and web didn't combat tag them. my suggestion is that web combat tags people if its casted on them fully. Also what would really be cool is if you web someone and your party member is in the web to then they can run out of it without being slowed.

Impossible to make web combat tag somebody because it's "passive" in that it doesn't do any damage.

My suggestion: Web someone and hit them instantly with a ranged spell or arrow?

Even just having it do 0.01 dmg will still combat tag them
