As the title says, warm-ups don't slow, but only on the arena server.

Bug Warm-ups don't slow

@malikdanab - warms are slowing - however, we changed the tick rate so it can "miss" the exact start of a cast...
The main and biggest issue is we'll have to revert a lag fix for this to go back to normal.
Test with recall - it slows. *but only .5s into the cast*
