Bug Vine growth issue [PVE]

having around 40+ vines in my home and having gone afk around 2 times when i went to work for 2 hours and also playing and mining in the chunk load area. it would appear that vine growth is facing issues in growing. all things point that they should grow.
tested on:
Leaves
stone bricks
moss stone
stone slabs double ( this one may not work at all given how slabs are)
glowstone
Jungle tree's that they are harvested from ( this is the most concerning)

i know vines used to work back in bastion ( underworld for reference) but here on high sanctuary it appears that they don't
asking around in chat at least 1 other person also appears to have this problem.
any help or thought into this matter is greatly appreciated.

Edit: 8/31/14 while i believe this to be intentional Vines in central also will not grow this makes the effect of vines not growing World wide across all 3 servers

Can also confirm vine growth is off in pvp world aswell. (To use them at town we've had to place every single one, not just let them grow.)

I have also tried to grow vines in and around my towns with no success.

There's something odd with growth - checking plugins that could have disabled Vines and only vines.
