Bug Unable to bind smeltiron skill

After reading through the forums, trying to find if this is intentional or a bug i have come to post here for an official answer as to if this is intentional and why, or maybe it is a bug or even an oversight?

I believe this is intended. Not 100% but I remember this being a thing before.

This is intended so that people don't tape their mouse or make it so it right clicks it for them constantly while being AFK

You can.
But automation macros are also illegal.
