Town Punishments

Clearly individual punishments are not making a difference. Since each person gets a warning the first and second time, little more for more offenses, etc. people can easily organize for warnings to be spread out. I'm suggesting that a town has its own count of warnings so that one town can not continuously harass whoever they want. All the single griefs from people really start to add up, and warnings are nothing in punishment. For punishment I suggest higher taxes or reduced ring area, getting worse as the count goes up, making it harder for them to manage the town as they continue to misbehave.
Its annoying being griefed over and over and knowing that no one is paying over it. Yes we can do a /pe and we do, but nothing is ever rolled back... we have to replace the shit ourselves. With the rule of anonymous griefers we cant be sure they are getting the treatment they deserve.
Anyway, this will either force town leaders to rid of the troublemakers or force towns that cannot behave themselves to pay more or decrease in size.

So to sum up:
Warnings go against single players, adding up as usual.
Players in a town that get warnings will add a warning to the Town's count of warnings.
Towns would have a higher warning limit before punishments obviously.
Punishments would be increased taxes and/or reduced ring sizes.
