Suggestion town "dumping"

I feel that town "dumping" of items should be changed. At the moment, someone could walk into another player's base/town and any unlocked chests could become empty very quickly, even if the raider's inventory is full. the raider could simply /town bank deposit everything that he raids, and get away with it, regardless if the items were needed for the town. as an example, last map I had 9 double chests full of items (cobble was in 5 of the chests), and 2 raiders walked in. I was killed, and when i returned, all my chests were empty. I'm not saying raiding is bad, I promote raiding, but I feel that "depositing" everything another person owns should be labeled as harassment rather than raiding, or coupled with the no chest dumping rule.

Dumping is the destructions of items so they can't be used ( Like Lava'ing them )
