I've had to travel interstate this week / weekend and haven't been able to get on unfortunately (Am at an internet cafe at the moment), but it doesn't seem like I'm able to post a new thread; I lack the permissions or something to that effect.

You need to post it in the Township Applications subforum, under applications. Then once that thread fufils the criteria, with 10 citizens listed and all the other stuff, an admin will move it over here.
