There should be enchanting tables with bookshelves around them, to test the higher level enchants. With no regions it is hard to farm reeds, not to mention the fact that the chunk has to be active for them to grow, so one would have to hide their farm well, and stay logged in long enough to accumulate 250 or so reeds for 30 bookshelves, that may get destroyed anyways.

You can use it in the region but must be an 'enchanter'

Collect reeds/surgar cane and make a enchanting room of your own

There most certainly IS a enchanting table with 30+ books around it. just look around - its been there a few days
