Bug Taking damage in regions

So you can hit people who are members of your town, while in town, and you do not have to be combat tagged. You can also hit people in spawn without being tagged. It says you are hitting friendlies but still does dmg.

This was due to HeroArmor --- a livetest that was thrown in, it has been fixed.
