Yep, I noticed this, too. I'd guess that it is related to class weapons somehow.
My work around for the time being is to,just go to spawn in the Exchange area and buy shovels from the warrior weapons dealer. You can get an unbreakable diamond shovel for 10 redstone dust, which is a heck of a deal. Same is likely true for axes.

Tool crafting recipes were removed in favor of the Class Weapon system (But them in spawn).
Piackaxes *SHOULD* be craftable, but all others were removed.
