Remove ability of players to make sign shops that buy gold

Pretty much what the title says, I think the ability for players to make sign shops tha buy gold ore, ingots or blocks. This would help enforce player interaction during the banking process, I'd also like to see the banking regs about needing to actually be in the bank building to purchase gold.
