So, as it's known, the new dungeon system is intended to have mobs that are more difficult than the current ones.
This leads to the issue that T2 classes have these shiny skills that might be really helpful for leveling (ShockTotem, maybe Consecration) which you get immediately when you don't need them - max level.
There's two ideas so far:
There might be better ideas, though those were the ones mentioned at the meeting just now.
@Balance Team Perhaps there's something missed or a better way to do this. Seems the current ones aren't going to be good to keep up with, though.

- Move down the level T2 gets its ultimate skill (assuming T2 continues to start at lvl 1, still in the air)
- Swap the T2 skill with a T1 skill that isn't quite as necessary (if possible without infuriating too many people)
