Patch 3.40 - THIEVES & TOWNS!

[Kainzo]

General:
Fixed issues with Herochat breaking in weird circumstances.
Mob Arenas can now be found around the map, instead of spawn, take a herogate to find them!
Added server side waypoints to Spoutcraft - Only spawn set

HeroTowns:

• New Deposit System for Managing Town Upgrades
• Everyone in your town can deposit items into your bank
• Banks are ONE WAY, they are only used for purposes to upgrade your town
• Potions now proper obey cooldowns.
• Commands
  • /tb deposit - used to deposit items
  • /tb view - used to view whats been deposited
• Automated Region Management
  • /town claim - will claim the area for your town for Citizen use

Warrior:
Fixed bash damaging varying based on what you are holding.
Shield now properly grants mitigation based on shield rarity/complexity to craft.
Rogue:
Thieves now have the ability to steal at level 35 in pvp/nopvp areas
Fixed kick damaging varying based on what you are holding.
Caster:

Healer:
Chakra/Dispel no longer completely remove some Dots on the first try...
Tweaked the range per-level increase of Smite
Fixed the range of Forcepush from 4 to 5.
Crafter:
Potions are now granted to Crafter/Specs instead of all Combat Specs.
TransmuteOre only granted to Smith now.

• Deconstruct
  • Requires targeting a workbench (as originally intended)
  • Is no longer bindable to items
  • Is now gained at lower level Smith (20)
