Bug Overgrowth spell fizzles always; Level 7 Farmer.

Whenever I try to use the spell "Overgrowth" on saplings (Tried on Spruce, Oak, Jungle, and Birch) it fizzles. I've been told that this occasionally will happen, however, the spell hasn't even worked once for me.
Also, if it matters, I am inside a registered town.
Thanks in advance!

Edit: It worked once, when I tried spamming the skill multiple times. However, it hasn't worked again since then... Just keeps saying "The spell fizzled!"
