As an alternative to denying Runemasters the ability to create runes to the nether (since I'm never a fan of taking things away from players), I suggest allowing Necromancers to have personal homes in the nether in which they can create nether portals back to Haven. This would make them useful to their townies as well as provide a really cool, unique benefit to them.
Additionally, allow them to create an item that respawns you at half health within a certain number of blocks of where you died instead of the graveyard. Or maybe even tp's you to your death chest from the graveyard? (It goes with you when you die, like armor and whatever you're holding already do.)
