If the descriptions are accurate (i.e. "summon skeleton" / "sacrafice summoned undead creature") then it would seem to make sense to get the Skeleton skill before the UnholyRitual skill.
Currently a necro gets unholy ritual at lvl 30 but can't summon anything to sacrafice until they get the Skeleton skill at lvl 40.
Or how about:
Zombie - lvl 25
Summons a zombie minion to attack your enemies (or sacrafice for less mana gain than Skeleton)
Caution: zombies are mindless and will attack the summoner with little (or no) provocation
Or, if Zombies are too buggy, what about:
Minion - lvl 5
Summons mindless minion that follows you around. Great for scaring small children.
i.e. it summons an NPC that doesn't do anything, except -maybe- follow the necro, but can be sacraficed for mana using UnholyRitual (less mana than skeleton/zombie obviously)
