Bug Miner chest shops not working

Trying to setup a shop to sell redstone dust, item number 331, when the sign is completed it pops off the block i placed it on and get the message

"[Shop] you don't have permission to do that!"

I am a master miner and have access to the Artisan Miner skill

This does not include redstone dust.

Personally I think that miner should be able to sell redstone because no one ever buys iron, diamonds, gold etc. redstone is the only thing people will buy because they need it to get home.
