Currently, it is possible to go into a town, find a creeper, and grief the shit out of the area. How is this fair? In theory, you could blow up an entire town while the citizens are asleep. People can wake up and find their undercity gone just because a few areas were left dark, allowing creepers to spawn.
I understand how you'd consider this ''hardcore'', but at the end of the day it's just frustrating for towns to have to:
A. Clean up the mess.
B. Uglify their towns by putting torches everywhere.
C. Go out and collect resources lost from creeper explosions.
In addition, what if someone gets a creeper egg? What next? Do towns really have to start making box-like structures to protect their stuff (this time underground)? Also, you could easily plan the explosion to release lava/water from decorative areas, making it even harder to clean up the mess.
In conclusion, make it illegal. Creeper griefing, like ordinary griefing, destroys hard work, and it is unfair for anyone. Or, find some way to prevent creeper explosions doing block damage in towns. That's my view, anyway.
