Looking for Rules clarification concerning Noble Plots

According to the Rules by my understanding it is illegal to buy gold inside Zeal. I as curious if this applies to setting up chest shops to buy it inside Zeal. Why does this concern me as that I am a mayor and a guild leader it would be most advantageous to opening a shop buying gold at my Noble plot. I personally feel it would partially corrupt the market to have them inside Zeal for towns taxes but need an admins opinion to clarify this.​

Under the current rules, selling gold in Zeal is illegal - outside of the no-pvp region would make it legal.
