How do we impose a town cap without too harshly removing towns from current owners? Simple! Stop the formation of entirely new towns. The pointless ones that do exist will eventually die off. If someone wants a new hamlet, they can buy one from a current owner. I'd predict that if this were implemented, the township count would move from 46 (60 something not too many weeks ago), to 20 or so.
