How do we impose a town cap without too harshly removing towns from current owners? Simple! Stop the formation of entirely new towns. The pointless ones that do exist will eventually die off. If someone wants a new hamlet, they can buy one from a current owner. I'd predict that if this were implemented, the township count would move from 46 (60 something not too many weeks ago), to 20 or so.

The admins should be more strict about tax payment and activity. There are many towns who log on once a week to pay taxes, but remember that a Hamlet needs 5 active members, town 10, city 15 and Capital 20 to keep their region. Too bad many towns keep their regions with 1-2 actives that pay taxes :/ If the staff could check on it more often and that updating town threads should be required every monday, it would make the removal of inactive towns a lot easier.

The tax collecter couldn't use the money he collected in tax though, maybe this could be solved with a new HTTP command. /town paytax maybe?
