How about that you lower the damage on FLOWING lava?? And thus keep "still" lava just as damaging as it is now.
This will keep the deadliness of traps/random spawned pits of lava, but lowers the damage in PvP situations, because lava will start to flow if you do not place it surrounded which usually is the case.
Also I think I remember that flowing lava is a different hex-value, so implementing shouldn't be that hard .
