Suggestion Kingdoms/Towns

this idea will probably be disagreed with quickly, but here it is:
rather simple, just raise the cost (and requirements) of towns,cities, etc. and lower the cost and requirements of kingdoms. less random towns, more organized civilizations. i doubt this will be effective, but still its an idea. also, maybe there could be a lower town rank, like a 10 citizen farming/ town. small walls (if any) that would be part of a much larger city/kingdom and would serve as the farms of the larger town or kingdom. this would still allow smapp groups of friends on the server to be isolated into a small town by themselves,but still add to the productivity of the entire server (sort of)

and yes, i am aware that this would lead to mass raiding of small towns, but this could also spark up some (Good) PvP guilds to defend the farms.
