is it ok to build under a bridge as long as you don't grief the bridge?

Errm, depends on what bridge it is and where you build. Where is it that you wish to build?

It'd probably be best to ask the owner or community about the construction. You may never know if they have something planned there! :v
However, if it's just a random bridge out in the open with no obvious owners anywhere, I'd honestly leave it alone. At least, I'd leave it alone to avoid trouble.
