Ice Arrow Question

I hear now that Ice Arrow is passive? Can someone please explain? The in-game /skills says it takes $1 mana per shot. The hell does that mean?

Anyway I hope to have this cleared up, a passive slow sounds like a shitty idea.

Think of your arrow enhances as toggles.
/skill poisonarrow will make every arrow after you activate it the first time a poison arrow.
If you /skill poisonarrow again it will turn the arrows back to reg.
If you change to either firearrow or icearrow while poisonarrow is active it will remove poisonarrow and replace the enhancment with which ever you chose.
This works the same way with all 3.

sounds like a shitty idea.

Its actually my favorite part of being a ranger.
Rather then having to hit a key each time I want to fire an enhanced arrow I just switch between toggle abilities once until i put the effects on target.
