Bug Hopper/Engineer

Hi. I have a problem with Hopper, because i can't place him. Is written "Restricted to Engineer". But here is problem. Currently i have 32 lvl Engineer and still can't place him. He is allowed on 30 lvl. What i should do now?

Hoppers are still disabled the last I have heard. People were able to use them to steal items from locked chests. I doubt they will be re-implemented any time soon.
