[Heroes] Icebolt

At the moment, icebolt kinda sucks (in my opinion). The only thing it does is a little bit of damage and, it removes fire from entities. That sounds more like a water bolt to me! So what I think that should happen: rename the current Icebolt to water bolt and turn icebolt into a new (higher level) skill that actually freezes (roots) your target. OR add a new skill called "cold touch" that's basically a longer version of root.

It's supposed to freeze them in place. It's still a work-in-progress, but I understand about the damage.
