Herocraft plugins

Hey everyone and thanks for the warm welcome so far.

I have been checking out this server and I really like how its designed.

I have some ideas that I want to use Heroes plugin with and I had a quick plugin question.

When your in game and do /skills, it brings up that GUI and move a select skill in your inv.

Is this a plugin I can download from somewhere online?
