Howabout instead of townsfolk having to catch raiders in the act of exploiting bugs to get past town defenses or get into chests, the thieves have to provide evidence that there were holes to get in, chests were left unprotected etc.
Quick screenshot, if townies think they have gained entry via exploits (Blinking through blocks or gates for examples) they raise the issue and if it wasn't the case the thief just shows how they got in (Gate left open, hole in the wall etc). Couple of keystrokes and it helps maintain the legitimacy of the server, letting people know that exploits aren't encouraged.
Because as it is people are exploiting broken skills or regions that arent functioning properly and the victims can't be expected to be online to video them doing it 24/7.
