Guilds - Make them "Official"

Let's make guilds 'Official'.

First create a new sub forum in the Applications Forum called "Guild Apps", and a rename the "Guilds" sub forum in the Townships & Guilds forum "Official Guilds".

Now we can keep the requirements the same for guilds, but introduce a small fee and requirements, maybe 1000c to start a guild or something.

Not sure what else to do with guilds, like whether the Guild HQ should be PVP off or not, but I think this would be a good start regardless.

Yeah, even if we can't code in a guild tag into the names, guild forum thingy would be very helpful.

Well, if everyone really wants Guilds to be official, and Kainzo stamps it, I can get the shit organized.

The issue from before was everyone, the only people wanting guilds, disagreeing on requirements, etc.

I'd love to see Guilds though.
