Suggestion ForcePush and ForcePull + Armor = Less Momentum?

While pulling and pushing my friends around the town, I realized that when they had armor on they barley moved. I'm guessing this has to do with regions because this usually happens in the under city of Lorien. Just wanted to know if this was intended.
