Bug Excavate not triggering?

Heya,
The Miner's Excavate skill isn't working for me 90% of the time. It triggers in the chat and goes on cooldown, yet I mine at regular speed.

EDIT: Seems the cause is beacons. The Haste 2 buff you get from it makes Excavate non functional. :(
