Disenchant currently requires glowstone dust as a reagent, and while this might not be an issue toward the end of the map when glowstone is abundant, it certainly is now. The only way to get glowstone now is to get them as a rare drop off witches, which are a rare mob to begin with.
I think the reagent should be changed to something more accessible (lapis) or removed.
And I'm not sure since I haven't been disenchanting very much recently due to not having glowstone, but I recall the cooldown being way too long. Why is there even a cooldown? It doesn't balance anything. Disenchant isn't a combat skill...
Edit: The nether opening soon doesn't solve the issue of the cooldown which should still be addressed if the reagent cost isn't.
