Bug Drainsoul will not damage players or mobs in regioned areas

Most of the time I cannot damage any of the creepers and zombies in my town. At the event last night I couldn't damage some of the players either. It defiantly was a pvp area where this happened.

creepers arent affected by fireball, drainsoul and other projectile spells within regions. they also dont do damage in this case. so dont worry.
