Cant Connect To Server, And its up and running.

Am i the only one this is happening too or is it some people?
I see people online but for some reason i cant connect?
Help would be nice,
I reset my router and tried the connection fix by Goonswarm

Happening to me too, was gonna take advantage of the exp boost and carry on leveling, which brings me to my question.
The people that can't connect, are they just going to lose the chance of the exp bonus or will it be extended?

This is all I get every time I refresh:
